McAllen City is a community near the southern border in Texas where 85% of the population is Hispanic.
It was thought that Republicans could no longer win in places like that.

Republicans are celebrating after winning a mayoral race in the Hispanic-majority community of McAllen, Texas, causing a ripple of unease among Democrats, many of whom have been hoping to paint the Lone Star State blue.
Javier Villalobos, McAllen City Commissioner and former chair of the Hidalgo County GOP, defeated his challenger, Veronica Whitacre, in the narrow mayoral race by just over 200 votes — 4,744 votes to her 4,538 votes:Breitbart News
This is a great victory for the GOP, which has often struggled to win in communities that are majority-minority.
Former Trump campaign adviser Steve Cortes tweeted this in response to the win.
It shows that America First principles that Donald Trump brought into the mainstream have maintained their popularity across the country.
And it suggests a shift may be underway among Hispanics.
Democrats are scared of what this could mean.
Looks like the Democrats’ voting strategy could be about to fail them in ways they never expected.
